5th COA Flexitank Meeting: 19 May 2011
Progress made on key flexitank issues

3 June 2011: The 5th COA Flexitank Meeting took place in London Docklands on Thursday 19 May 2011. Over 70 delegates participated in the Meeting.

Key themes included:

• Current status of Rail Impact Test and submission of COA Standard Test Report Forms
• Harmonisation of Rail Impact Test Criteria: Status report
• Review of the recommended Materials Testing Procedure in the Code of Practice
• Code of Practice Review: Incident Management, Insurance and Responsibilities
• Controlling the Cargoes that are Shipped in Flexitanks: Ensuring that hazardous or unsuitable materials are not shipped in flexitanks
• Approaches in simulating Flexitank/Container interaction: The use of modelling to simulate flexitank/container impact tests
• Process to establish an international standard for flexitanks carried in containers

South America Regional Branch Established

Trial Container Inspection Criteria Training Course organised in Antwerp

9 April 2011: A total of 34 participants attended the first COA Container Inspectors Training Course, which took place at the ISS-Ancon Depot in Antwerp, Belgium, at the end of March.

The Course was attended by representatives from shipping lines, leasing companies, depots and inspection/surveying companies. Using both classroom and container-based sessions, the aim of the COA Container Inspectors Course is to explain to participants the different container interchange inspection standards that currently exist. This first Pilot course was also intended to show participants how future COA Container Inspectors Courses will be organised.

COA Report: Water-Based Paints for the Container Industry

7 January 2011: The COA's New Materials Committee has today published its report on the availability of water-based paints for the container industry.

The report's introduction looks at the issues relating to the search for water-based paints. It then explains the problems associated with the use of solvent-based paints and reviews the possible alternatives. It gives details of the problems involved in switching to water-based paints, before giving an update on the current situation.

The final section of the report gives information and comments submitted by paint producers and container manufacturers.

COA Container Pavilion at Intermodal Europe 2010

3 December 2010: The Container Owners Association successfully organised the Container Pavilion at Intermodal Europe 2010 in Amsterdam from 30 November to 2 December 2010.

The Exhibition stand was busy throughout the 3 days of the event, with a number of new members joining the Association.

Important IICL Technical Bulletin Published

13 October 2010: In September, the IICL released an important Technical Bulletin with changes to the repair manual. Since UCIRC and CIC adopt the IICL repair criteria, this is relevant to all COA Members.

The recent technical bulletin #7 from IICL ( TB- 7) is available on the IICL web site http://iicl.org/techcorner/dryvan.cfm and provides new allowances for repairs on crossmembers and fork pocket walls.

Bulletin Title:
Limitations on member (crossmembers / forklift pocket side walls) repairs.

Details
This technical bulletin was developed to address the issue of weld cracking in members (crossmembers / forklift pocket side walls) and issue a revised repair policy.

 

ITCO Unveils New Tank Container Research

19 May 2009: The International Tank Container Organisation (ITCO) unveiled a new tranche of industry knowledge on tank containers at Transport Logistic 2009, Munich.

Three presentations were made, each covering important issues for the industry:
new research on the environmental impact of tank containers (compared to other modes); the profile of tank containers with shipping lines; and the safe handling of tank containers

Report on the 13th Session of the Dangerous Goods, Solid Cargoes and Containers IMO Sub-Committee

29 September 2008: The Dangerous Goods, Solid Cargoes and Containers Sub-Committee of the IMO met in London from 22-26 September 2008. From the container owner's viewpoint, the most important agenda item related to the Convention for Safe Containers.

COA New Materials Working Group Publishes 4th Revision to its Report on Alternative Flooring Materials

Monday 1 September 2008: The COA's "New Materials" Working Group has published the 4th Revision of its "Report on Alternative Materials for Container Flooring".

The publication summarises developments since the WG's last report in June 2007, while also providing a detailed list of the current market for floor materials.

A list is provided of alternative floor materials and suppliers, while the report also provides a table comparing the alternative materials

 Common Interchange Inspection Criteria published

Monday 1 September 2008: In June 2008, the Container Owners Association (representing container operators and lessors worldwide) agreed to endorse a common interchange inspection criteria, designated CIC (Common Interchange Criteria), for dry freight containers.

COA Members Questionnaire: Feedback Summary

During the Members Forum at the COA meeting in Paris, it was agreed that COA Members should have the opportunity to give their opinions about COA progress, development and future strategy.

A questionnaire was sent out in early September, and some 22 COA Members responded. The key points that were made in the questionnaire are summarised in a Questionnaire Feedback Report. Members can download the report by clicking here.

Container Liner Services on the Danube

The development of container liner services on the River Danube continues to be a topical issue.

via donau - the Austrian Ministry of Transport's company which was established to preserve and develop the Danube waterway - has published two documents which may be of interest to container operators and leasing companies looking to develop their business in this region.

MSC Napoli Report

The UK Department for Transport's Marine Accident Investigation Branch (MAIB) has published a report following the completion of their investigation into the structural failure of the hull of the MSC Napoli.

Following a complex and wide-ranging investigation, the MAIB found that the failure to the hull in the region of the ship's engine room was due to the vessel's design rather than her material condition or construction. The MAIB concluded that this, along with the ship's speed and her loading, had caused the vessel to break her back as she headed directly into high seas. It has therefore recommended a review of the technical rules used in container ship design.

As part of the on-going investigation the MAIB identified that container ships of similar design could potentially have the same design flaw and have identified that out of 1500 vessels screened, 12 require work to bring them up to acceptable safety standards.

11 April 2011: The COA has recently established a South America Regional Branch – it was officially launched at the recent Intermodal South America 2011 exhibition in Sao Paulo, Brazil.

The Branch will be managed by the Brazilian Chamber of Containers (CBC - Câmara Brasileira de Contêineres).

As with the COA’s other Regional Branches, it will promote the COA’s activities and work-schedule on a national and regional level. It will also assist with development of training programmes and it will focus on regional issues of relevance to COA members.
